Jan Sunwai (People's Court)
Parivartan held the ‘Jan Sunwai’ on the 14th of December 2002. This Jan Sunwai examined the works implemented by the Engineering Department of the Municipal Corporation of Delhi (MCD), in the resettlement colonies of Sundernagari and New Seemapuri.

What was done in Jan Sunwai?
A sample 64 public works (like road constructions) scientifically audited.
o Total contracts worth: Rs. 1.3 crore (Rs. 13 million).
o Missing works and items: Rs. 70 lakhs (Rs. 7 million).
o This does not include cheaper quality material or other discrepancies.
On Dec. 14, 2002: In the presence of eminent citizens, the press and the people of the audited colony, local bureaucrats and politicians were asked for explanations on the discrepancies.

How will it help?
o Spreading knowledge among the people: even the poorest person pays taxes and the people must rise to their responsibility of holding the government accountable.
o People are being taught how to use the Right to Information Act to get budget and expenditure reports from the government.

Has it made a difference?
o Tremendous positive impact on the courage and morale of resident citizens.
o People have begun to understand that they are the masters of the country not the politicians or bureaucrats. People have a responsibility to monitor their govt.
o "Mohalla Samitis" (Local Area Committees) of citizens formed in each block of colony. People have begun to question contractors and engineers.
o Notice of contract works displayed on public boards.
o Govt. contract works have improved dramatically. Govt. officers are far more polite, responsive and dutiful.

PrajaNet Support

PrajaNet provided financial support to conduct the first Jan Sunwai on urban development expenditure after the State Government of Delhi passed the Right to Information Act.

A large majority of the funds for Jan Sunwais are raised from the local residents. However, substantial "seed funding" is continuously needed to spread this movement and create awareness in a wider area. To support this cause, please write to us.
